Calafell Town Council awards the construction of the 110 apartments to Construccions Rubau, winner of the tender, which bid together with Sogeviso for the integral management of the rental during the 75 years of the concession contract

 

Calafell Town Council officially awarded Construccions Rubau, in a plenary session held on 15 September, the public tender for the constitution of a surface right on a 5,000 m² plot of land in Calafell (Tarragona) to be used for the official development of the affordable rental scheme.

Construccions Rubau submitted a bid for the tender last May, with Sogeviso as the rental operator. After the effective awarding, Rubau will be carrying out the development and construction of the homes, undertaking the investment -approximately 12 million euro-, as well as the maintenance and repairs required during a concession period of 75 years. One of the advantages of the Rubau model is the speed of the construction work – between 17 and 18 months – thanks to the use of prefabricated elements, which will always maintain good architectural and construction quality. For its part, Sogeviso will manage the entire lease, in its operating phase.

The Contracting Committee particularly valued the bid Social Management and Conflict Mediation presented by Sogeviso, one of the differential elements in contrast with the rival bid presented. They also highlighted the presentation of a plan that is “very complete, detailed and appropriate to the social management plan, with a specialised multidisciplinary team, management tools and appropriate plans for social support, prevention and management of delinquency”.

The Council is very pleased, given that this is a historic event in the town: “It is the first social housing development in the last 40 years. Many people will finally be able to have access to decent housing at a rent they can afford”, in the words of the mayor, Ramon Ferré.

These homes will be aimed primarily at families with children, single-person households, the elderly, single-parent families and young people or couples wishing to emancipate themselves, who will be able to pay a price below the market price. The rent will be between 300 and 450 euros per month, which will facilitate access to housing in a context of rising rental prices and the cost of living in general. The selection of future tenants will be carried out by the City Council, by means of a public application process, in which priority will be given to people registered as resident in the municipality.

For Sogeviso, this Calafell development is the first allocation of affordable rental housing in Catalonia, and comes on top of the previous allocation of 1,763 homes under the Plan Vive (Plot 3) in the Community of Madrid (in the municipalities of San Sebastián de los Reyes, Tres Cantos, Alcorcón, Alcalá de Henares and Getafe). Sogeviso thus maintains its clear commitment to the management of affordable rentals and the promotion of policies aimed at this type of rental throughout Spain, through public-private collaboration.
